What the phrase does—and does not—tell you
A low-upfront proposal answers one cash-flow question: how much is due before the proposed start. It does not prove the policy is cheaper over the term, that coverage is active, that underwriting is complete, or that limits and deductibles match another company’s offer.

Compliant ad red flags (pause before you click or pay)
These patterns are reasons to slow down—not automatic proof of illegality:
- “$0 down” / “no money down” with no term total — Ask for the full policy-term premium and every installment in writing.
- Monthly price only — Copy the term premium and schedule from the proposal; convert nothing from memory.
- “Guaranteed approval” / “everyone qualifies” — DFS describes underwriting as determining eligibility and final premium after the application is reviewed.

- Coverage stripped to win the teaser — A lower first payment that drops below Florida registration needs—or below a filing on your notice—is not an equivalent offer.

- Unclear who is licensed — DFS Purchasing Insurance stresses verifying the company, broker, or agent is licensed in Florida before you sign or write a check.

Why the final amount can change after a quote
DFS Purchasing Insurance states that a quote is an estimate and may change with current rating factors and underwriting guidelines. When underwriting is complete, the company determines the final premium. For auto, DFS notes review of vehicle type and age, driver age and experience, violations, accidents, garaging, use, and annual miles.
Give each company the same accurate record: household drivers as requested, true garaging address, exact vehicles, and the same effective date, limits, and deductibles. Otherwise a lower amount due may reflect a different risk record or different protection—not a better billing option.

Keep Florida requirements inside the comparison
FLHSMV requires proof of PIP and PDL before registering a vehicle with at least four wheels, and describes PIP as covering 80 percent of necessary and reasonable medical expenses up to $10,000. When an SR-22 or FR-44 notice changes the shopping floor

Premium finance agreement vs company installment plan
A company installment schedule and a separate premium-finance arrangement are not the same. DFS's Personal Automobile Insurance Overview notes that when a premium is financed with a Premium Finance Company, unearned premium after cancellation must first be returned to the finance company, which delays receipt by the insured.
