The right Florida policy is not simply the lowest number on a screen. It is a proposal that uses the coverage you intend to buy, the correct drivers and vehicles, and the location where the car is actually kept. Florida's official tools reinforce that distinction: a predefined model result is not a quote, and a quote is still an estimate until underwriting completes the record.
This guide separates those records. Start with OIR's illustrative rate tool, review the FLHSMV registration baseline, compare company and coverage terms, and then use your ZIP and household facts to request written proposals. Our Florida price-comparison guide explains the official tools in greater detail.
How to compare Florida car insurance prices
The Florida Office of Insurance Regulation CHOICES tool provides sample average rates for three predefined model risks by county or company. OIR labels those rates illustrative and tells consumers to contact an agent or insurer for a quote based on their individual circumstances. A CHOICES result is useful market context, but it is not your premium.
The official CHOICES auto instructions identify the drivers, vehicles, use, mileage, record, coverage, limits, deductibles, term and discounts built into each example. Read that scenario before comparing model results. A different vehicle, driver or policy design answers a different question.

Florida minimum car insurance requirements
Before registering a private vehicle with at least four wheels, Florida generally requires proof of $10,000 in Personal Injury Protection (PIP) and $10,000 in Property Damage Liability (PDL). The Florida Department of Highway Safety and Motor Vehicles publishes the registration and insurance rules, while Florida Statute 627.736 sets out required PIP benefits, conditions and exclusions.
Section 627.736 provides 80% of reasonable expenses for medically necessary covered care and 60% of covered lost gross income or earning capacity, subject to the statute's timing, provider, emergency-medical-condition and benefit-limit rules. PDL pays for covered property damage you cause to someone else. Neither part of the registration baseline pays to repair your own car after a collision.
Coverage worth discussing above the legal floor
- Higher liability limits help protect income and assets after a larger at-fault loss.
- Uninsured/underinsured motorist coverage can respond when an at-fault driver has too little liability insurance, subject to the policy.
- Collision and comprehensive protect your vehicle from covered crash, theft, weather, flood and other non-collision losses.
- Rental reimbursement and roadside assistance address convenience and transportation costs, not the core financial risk.
Drivers with a financed or leased car should check the contract before removing physical-damage coverage. Drivers with older vehicles can compare the collision and comprehensive term cost with the car's value and their ability to replace it. Before deciding, use our coverage types guide to separate collision from comprehensive and check what each part does not cover. The Florida DFS Automobile Insurance Toolkit provides the state's consumer overview.

A recognizable name can be a useful starting point, but it is not a price guarantee. Florida insurers use different rating models and distribution channels. Some emphasize direct digital service, some center the relationship on a local agent, and several offer usage-based programs that may use driving data. The best fit depends on how you want to buy as well as how the company prices your risk.

What changes a Florida car insurance rate?
Florida DFS explains that a quote is an estimate and that underwriting determines the final premium after reviewing the application. Its purchasing guide identifies vehicle type and age, driver age and experience, violations, accidents, where the vehicle is kept, how it is used and annual mileage among the information a company may review. Organize those facts in six groups:
- 01
Garaging record
Use the address where the vehicle is actually kept and update it after a move.
- 02
Driver history
List violations and accidents as the application asks, and review the completed answers before signing.
- 03
Age and household
DFS tells consumers to list licensed household drivers and notes that some companies ask about other household members.
- 04
Vehicle and use
Use the correct VIN, vehicle age, annual mileage and personal, commuting or business use.
- 05
Coverage design
Liability limits, physical-damage coverage, deductibles and optional benefits change both protection and premium.
- 06
Quote conditions
Record any bundle, payment, telematics or document condition required for the displayed price.
The March 5, 2026 Florida DFS market release reports an indicated average rate change of about -8% across the five largest auto-insurance groups. That group-level signal does not calculate an individual renewal. If your price changes, compare the new declarations with the prior term line by line. Then use our quote-response comparison guide to keep coverage, effective date and payment schedule consistent.
How to compare Florida quotes correctly
The fastest quote is not useful if it answers the wrong coverage question. Florida DFS tells consumers to verify that the company and agent are licensed, answer the application accurately and remember that underwriting determines the final premium. A disciplined comparison can still be simple:
Read the Florida DFS purchasing insurance guide before binding coverage. Keep the complete written proposal, application and issued declarations together so a later difference can be traced to the record that changed.
Florida car insurance comparison guides by city
OIR CHOICES can display its predefined model risks by county, but those samples still do not describe an individual household. The city guides below take a different role: each uses dated local-government transportation, parking, flood or evacuation records to build a more accurate quote-input worksheet.
Each guide links to its underlying public record and explains how to use it. The city directory does not rank local prices or predict a premium.
Florida situations that need a different playbook
A standard comparison assumes an active license and ordinary eligibility. A filing requirement, coverage lapse or tight first-payment budget changes which companies and payment plans are realistic.

Registration requirements were checked against FLHSMV and Florida statutes. Rate context comes from OIR CHOICES and the dated Florida DFS market release. Shopping and underwriting explanations follow DFS consumer guidance. The city guides use their own dated local-government records. None of these sources replaces a written quote or issued policy for the household.
