Comparison overview
State Farm and Allstate both sell through their own agents, but one is policyholder-owned and the other publicly traded—and their appetites differ. What the structures mean for Florida drivers, and why equal-terms quotes settle price.

The agent model, two ways
Both companies sell through exclusive agent networks rather than independent agencies that quote a broad panel of unrelated carriers. The difference is what sits around the agent: Allstate also runs a direct channel; State Farm keeps the agent at the center of most relationships.
For Florida drivers the structural choice is about how you want to be served—not which company is cheaper. If you want one local office handling multiple lines, both models can deliver that. If you want the option of buying and servicing online without an office, Allstate’s structure more often allows it; confirm current options when you quote.
Mutual vs shareholder-owned — background, not a buying signal
State Farm’s mutual structure means the company is owned by the people it insures. Allstate’s public structure means it raises capital in the markets and reports to investors. These are different ways to run an insurer. Neither structure predicts your premium. Treat ownership as background, not as a recommendation.
Which kinds of drivers each structure tends to fit
Structural tendencies only—not personal advice and not price forecasts:
- State Farm often fits drivers who want a long-running exclusive-agent relationship and are not shopping primarily for SR-22-heavy non-standard acceptance.
- Allstate often fits drivers who want an agent-plus-digital mix, and—where available—usage or pay-per-mile programs (verify Florida availability and terms).
If your notice requires a filing, read SR-22 / FR-44 and ask each company what it will actually file.
Florida backdrop (shared legal floor)
For most private vehicles with four or more wheels, FLHSMV (opens in a new tab) describes $10,000 PIP and $10,000 property-damage liability as the registration baseline. Bodily-injury financial-responsibility rules apply in specified circumstances. After a qualifying DUI-related conviction, Florida Statutes §324.023 requires higher 100/300/50 liability limits (the FR-44 context)—see FR-44 insurance Florida. For other proof filings, see SR-22 insurance Florida.
In March 2026, Florida regulators reported that the five largest auto-insurance groups were indicating an average rate change of about −8%. That market-level figure was not an approved or guaranteed savings amount for every driver (DFS press materials (opens in a new tab)). Compare prices only on equal terms
Structure explains service and appetite. Price only becomes meaningful after the proposals match.
Use the quote comparison worksheet and hold these constant:
| Hold equal | Why |
|---|---|
| Drivers and household disclosures | Missing drivers invent a fake “win.” |
| Vehicles, VIN, use, mileage, garaging address | Florida territory and use change rating. |
| Liability limits, PIP selections, UM/UIM, collision/comprehensive, deductibles | A lower price with less protection is a different product. |
| Policy term and effective date | Compare full term premium, not a monthly teaser. |
| Payment conditions | Autopay, telematics enrollment, bundle, verification — record what the price requires. |
Then rank by full policy-term premium (and disclosed fees), not by first payment alone. For due-now vs term cost, see no-down-payment Florida. For reading sample rates without treating them as your quote, see average cost of car insurance in Florida. For an equal-terms shopping process (not a carrier crown), see cheapest car insurance in Florida.
