Utah just raised its minimums. For policies issued or renewed on or after January 1, 2025, the liability floor is 30/65/25, $30,000 of bodily injury coverage per person, $65,000 per accident, and $25,000 for property damage, up from the old 25/65/15 under Utah Code §31A-22-304. A single-limit policy of at least $90,000 also satisfies the law. Existing minimum policies moved to the new limits automatically at renewal.
Utah is also one of the country's few no-fault states: every policy must include personal injury protection of at least $3,000 per person, which pays your own medical bills after a crash regardless of who caused it. Between the new limits and the PIP mandate, a minimum Utah policy in 2026 is a different product than it was two years ago, and carriers repriced the change differently, which is worth checking with fresh quotes rather than assuming your renewal handled it well.

What the state minimum covers, and what it leaves with you
A minimum policy is designed to satisfy state law. It is not designed around the value of your car, the size of a possible injury claim or the amount of savings you want to protect. Those are household decisions, so they need a separate review.

How Utah's no-fault system works
After a crash, your own PIP pays your initial medical expenses, at least $3,000 per person, per Utah Code §31A-22-307, no matter who was at fault. That keeps small-injury claims out of court. You can step outside the no-fault system and sue the at-fault driver for pain and suffering only if your medical expenses exceed the statutory threshold or the injury is serious as defined by statute (dismemberment, permanent disability or disfigurement, or death).
The $3,000 PIP floor is the lowest of any no-fault state, and a hospital visit can pass it quickly. Insurers sell higher PIP limits, and the price of stepping up from the minimum varies noticeably from carrier to carrier, a specific line worth watching when comparing Utah quotes.
What changed on January 1, 2025
The per-person bodily injury minimum rose from $25,000 to $30,000, property damage jumped from $15,000 to $25,000, and the single-limit alternative moved from $80,000 to $90,000. The per-accident bodily-injury figure stayed at $65,000, Utah's split limits were already unusual in that respect.
If you carried minimum coverage before 2025, your limits increased automatically at renewal, and the premium likely moved with them. A limits increase mandated by law hits every carrier's book at once, but they don't all pass it through equally, renewals after a statutory change are one of the moments when switching carriers most often pays.
SR-22s in Utah
Utah requires SR-22 filings after DUI convictions, alcohol-related offenses, driving without insurance, and certain suspensions, generally maintained for three years. The certificate proves you carry at least the state minimums, now 30/65/25. As everywhere, the filing is cheap and the violation surcharge is not; the surcharge is also the number that varies most between carriers, which is why SR-22 drivers see the widest quote spreads.
