Arizona raised its minimum liability limits on July 1, 2020, from 15/30/10 to 25/50/15 under A.R.S. §28-4009, and every policy issued or renewed since carries at least $25,000 of bodily injury coverage per person, $50,000 per accident, and $15,000 for property damage. If you've been quoting insurance since before 2020, the floor you're pricing against is higher than it used to be.
Arizona is an at-fault state with no PIP requirement: the driver who causes the crash pays for the other side through liability coverage. Because every carrier prices the same 25/50/15 floor differently, often by hundreds of dollars a year, Arizona is a state where comparing quotes does real work.

What the state minimum covers, and what it leaves with you
A minimum policy is designed to satisfy state law. It is not designed around the value of your car, the size of a possible injury claim or the amount of savings you want to protect. Those are household decisions, so they need a separate review.

The 2020 increase, and what it means when you shop
The 2020 change raised every part of the minimum policy at once, more required coverage costs more, and it moved premiums for minimum-coverage drivers accordingly. That reset also reshuffled which carriers were most competitive at the new limits, so quotes gathered before the change, or assumptions carried over from them, are stale.
The $15,000 property damage floor remains the number most likely to fall short: it's below the replacement value of most newer vehicles on Phoenix or Tucson freeways. Comparing quotes at higher property-damage limits usually costs less extra than drivers expect, which is exactly the kind of thing a side-by-side comparison surfaces.
At-fault liability in Arizona
After a crash, the at-fault driver's liability policy pays the other side's injuries and vehicle damage; your own losses are covered by the other driver's policy or by your optional coverages. Uninsured and underinsured motorist coverage remain optional in Arizona, but nationally, 15.4% of drivers were uninsured in 2023 (Insurance Research Council), which is why many Arizona drivers include UM/UIM when they compare.

SR-22: 'future financial responsibility' in Arizona
Arizona's Motor Vehicle Division calls its SR-22 requirement 'future financial responsibility.' After a DUI, a drug-test refusal, or certain insurance violations, license reinstatement requires an SR-22 certificate that your insurer files electronically with MVD, generally maintained for three years from reinstatement eligibility. State rules even allow a $40,000 deposit as an alternative, though nearly everyone files the certificate instead.
If the SR-22 policy lapses during the required period, the license is suspended again until proof is re-established. Because carriers price a DUI record very differently from one another, drivers under a filing requirement typically see the widest gap between quotes, and the most to gain from comparing.
