Iowa is also one of the least expensive places in America to insure a car. The NAIC put Iowa's average annual expenditure at $780.81 in 2022, far below the $1,126.94 countrywide average, and the Insurance Research Council has ranked Iowa the single most affordable state measured by premiums as a share of household income. The catch: a low floor and low averages make it easy to under-buy, and the price of stepping up to stronger limits varies more between carriers than the minimums do.

What the state minimum covers, and what it leaves with you
A minimum policy is designed to satisfy state law. It is not designed around the value of your car, the size of a possible injury claim or the amount of savings you want to protect. Those are household decisions, so they need a separate review.

The financial liability coverage card
Iowa's compulsory coverage law is built around a card. Your insurer must issue a financial liability coverage card for each insured vehicle, identifying the vehicle and the coverage's expiration date, and the card, paper or electronic, a phone screen counts, must be in the vehicle whenever it's driven.
Enforcement is direct: a peace officer who stops a vehicle registered in Iowa and finds no proof of coverage can issue a warning, issue a citation, or issue a citation and remove the vehicle's license plates and registration receipt on the spot. That plate-removal option, written into §321.20B itself, is one of the more concrete uninsured-driving penalties in any state code.
At-fault rules and what the minimums leave out
Iowa is an at-fault state: the driver who causes a crash pays for the other side's injuries and vehicle damage through liability coverage. Your own medical bills ride on the other driver's policy, or on your own optional coverages when that driver is uninsured or underinsured. Nationally, 15.4% of drivers were uninsured in 2023 (Insurance Research Council).
The 20/40/15 floor is thinner than it looks. A single serious injury can pass $20,000 in a hospital stay, and $15,000 doesn't replace the average new vehicle. SR-22s in Iowa
Iowa uses SR-22 filings under its financial responsibility law (Iowa Code chapter 321A) after certain suspensions, unsatisfied judgments, and serious violations.
